After more than two years of being largely closed to the public because of the coronavirus pandemic, the nations more than 1,200 Social Security Administration field offices reopened today.

Still, Social Security officials encourage people with phone and internet access to use those methods of contact if possible.

Customers who walk in without appointments may encounter delays and longer waits at our offices, the agency said in a written statement earlier this week.

In-person visitors will be required to wear masks, in addition to other safety precautions.

Many advocates have said they anticipate the lengthy closures, combined with the agencys staffing challenges and continued technical problems with phone systems, could lead to long lines for service, though none were visible at several Pittsburgh-area offices Thursday morning.

Advocates and attorneys have said they are sensitive to the safety concerns of reopening, but that the closed offices had posed a hardship for some people, particularly those applying for the disability benefits that are part of the Social Security program.

It was incredibly difficult for our clients, many of whom rely on the local offices to get help with their applications, to do updates on their applications, to deal with overpayment issues, everything. So, it a huge hurdle for our clients, said Jennifer Modell, an attorney specializing in Social Security cases at Neighborhood Legal Services in Pittsburgh.

    Social Security Administration offices have been generally closed to in-person services since March 2020 because of the COVID-19 pandemic, with no walk-in service at all and an extremely limited number of field office appointments available based on dire need. Hearings have been held either by telephone or via Teams. After some indication of a January-based reopening of offices to the public that was retracted in December, it looks like SSA is finally moving towards reentry.

    On January 20, 2022, Acting Commissioner Kilolo Kijakazi announced the agency has reached agreement with its three labor unions on a reentry plan. The following day, the Acting Commissioner provided a few more specifics. According to a January 21st announcement, SSA is planning reentry and implementation of telework schedules for most employees on March 30, 2022. Local offices will restore increased walk-in service in early April, although the public will still be encouraged to conduct most business on-line and schedule appointments. Limited in-person hearings with management judges will begin in March with plans to expand in the spring and early summer.

    In addition, the National Treasury Employees Union, which represents employees in OHO, has also negotiated an agreement that increases telework opportunities, extends scheduling flexibility, and ensures safety. It is not yet clear, however, when that reentry process will begin.

Nevertheless, people in rural areas and those without access to transportation or technology have struggled for help with Social Security, Medicare, Medicaid, Social Security Disability Insurance and Supplemental Security Income .

    Most retirement and Medicare claims have been processed normally during the shutdown, but the systems for SSDI and SSI claims have been clogged. At the end of January, 974,000 claims were pending at the level of initial filing and the first level of appeal, according to agency data.

    Those statistics point to dire circumstances for a large number of low-income and disabled Americans, notes Stacy Cloyd, director of policy and administrative advocacy for the National Organization of Social Security Claimants Representatives, a specialized bar association for attorneys and advocates.

    Part of the problem is application processing delays at the state level. The SSA sends disability applications to state agencies, which make medical determinations of eligibility. The largest backlog is in Florida, which had 92,525 cases awaiting determination at the end of January Texas, California, New York state and Georgia also had large backlogs, according to agency data.

    The SSA funds these state-level determinations, so the agencys broader budget crunch has played a role in the backlogs, according to Cloyd.

    What Changes For Social Security Applicants

    Since March 17, 2020, the Social Security Administration has been operating primarily online, allowing very few applicants to make appointments at the office. Starting on April 7th, the Social Security offices will be open to the public without appointment for the first time in two years. Applicants for either Social Security retirement or disability can come in for scheduled appointments or on a first come, first serve basis.

    The hope is that with more availability for appointments, Social Security applicants have additional options and reduced wait time when attempting to contact the SSA. There are more than 1,200 SSA field offices across the US, with every state having at least one field office. The Social Security Administration has rehired previously retired employees to ensure field offices have adequate staff. The SSA has also implemented new training policies and is switching to a modern phone system to attempt to reduce wait times.

    Most services that can be handled at the front desk are available, such as applying for a new or replacement Social Security card, and changes of address or direct deposit information. However, filing online is still the preferred method of applying for Social Security benefits when possible.
