13Investigates: Indiana lawmakers urge SSA to open offices

SSA administers the retirement, survivors, and disabled social insurance programs, which can provide monthly benefits to aged or disabled workers, their spouses and children, and to the survivors of insured workers. In 2010, more than 54 million Americans received approximately $712 billion in Social Security benefits. The programs are primarily financed by taxes which employers, employees, and the self-insured pay annually. These revenues are placed into a special trust fund. These programs are collectively known as Retirement, Survivors, Disability Insurance .

SSA administers its disability program partly through its Office of Disability Adjudication and Review , which has regional offices and hearing offices across the United States. ODAR publishes a manual, called HALLEX, which contains instructions for its employees regarding how to implement its guiding principles and procedures.

The RSDI program is the primary benefits program administered by the U.S. federal government, and for some beneficiaries is the vital source of income. Increasing access to this benefit program for low-income or homeless individuals is one of SSA’s goals. SSA is a member of the United States Interagency Council on Homelessness and works with other municipal, county, state, local and federal partners to increase access and approval for SSI/SSDI benefits who are eligible.

How Do I Obtain A Social Security Card

Original Card If you have never had a social security card or have never been issued a social security number, you will need to fill out an application for a social security card. You will need to submit your application in person or by mail to your nearest social security office. In addition you will need to provide the Social Security Administration proof of your:

Social Security Administration: Remote Service Delivery Increased During Covid


The Social Security Administration changed how it delivered services due to COVID-19. It temporarily closed its offices to the public, with few exceptions, and expanded its telephone, video, and online services.

The public filed fewer SSA benefit claims during the pandemicespecially disability claims and claims by certain vulnerable populations. This may be in part because some benefit applications can’t be submitted online, including those in Spanish.

Also, SSA doesn’t have a coordinated process for addressing lessons learned from COVID-19 or a plan for handling higher future workloads. Our recommendations address these issues.

Why Gao Did This Study

Social Security Administration

In 2020, SSA provided benefits to nearly 70 million individuals. Under the CARES Act, SSA received $300 million to prevent, prepare for, and respond to COVID-19. The CARES Act includes a provision for GAO to monitor federal efforts to respond to the COVID-19 pandemic. GAO was also asked to review SSAs response.

This report examines changes SSA made to its delivery of key services the effect of these changes on the public, including certain vulnerable populations and how SSA addressed challenges it faced and identified lessons learned. GAO analyzed summary and administrative SSA data from March 2018 to December 2021, and reviewed the agencys plans, policies, and guidance documents. GAO also conducted group interviews with SSA staff at various levels and offices and interviewed SSA officials and external stakeholders, including disability advocates and employee groups.

I Have Been Denied Disability Benefits By The Ssa What Can I Do

Once your application for benefits is denied, you will receive a denial notice from the SSA. This notice includes information regarding your right to file a reconsideration or appeal. Make sure that you file your appeal within the timeframe listed on the denial notice.

In order to be approved for disability benefits, the SSA needs information which proves:

  • You must be unable to do work you did before
  • You cannot adjust to other work because of a medical condition
  • Your disability must last or be expected to last for at least 12 months

How to Find Your Local Social Security Office

The State Social Security Administrator can:

  • aid local governments in securing Section 218 coverage for their employees
  • assist in ensuring local governments are correctly withholding and reporting Social Security and Medicare taxes
  • serve as a liaison with the federal Social Security Administration and the Internal Revenue Service to address state and local government coverage-related issues and questions and
  • provide education and outreach to state and local government employers and employees.

When the Social Security Act was enacted in 1935, Social Security coverage was limited to private sector employees. States, their political subdivisions, and interstate instrumentalities were not originally included in this legislation. However, with the Social Security Amendments of 1950, Congress created Section 218 of the Act. Effective January 1, 1951, Social Security coverage became available to state and local government employees through a unique Federal-State Agreement authorized by Section 218.

An individual should contact the SSSA only for questions regarding the Section 218 status of their state or local government employer or if they have questions about whether their employer should or should not be withholding Social Security taxes. Most other Social Security questions should be directed to the federal SSA.

What Is Social Security

In 1935, President Franklin Roosevelt signed the Social Security Act. This new federal legislature started the collecting of taxes in 1937. Since then, working citizens across the United States began paying into social security in order to have a form of guaranteed income once they reached retirement age.

The Social Security Act was initially meant to be a form of basic retirement for working individuals. However, in 1939, an amendment was made to the act that allowed spouses and/or children to begin receiving social security survivor benefits if a parent or spouse was deceased and qualified for social security income.

What Gao Found

COVID-19 prompted the Social Security Administration to make dramatic changes in the way it delivers services and administers its programs. On March 17, 2020, SSA closed its offices to the publicproviding limited in-person visits for individuals with certain critical needsand expanded remote service delivery options. SSA increased its use of telephone, mail, video, and online services. Through 2021, SSA established policies at field offices to increase the use of inoffice appointments. SSA also worked with state agencies that process claims for disability benefits to offer video options for certain medical exams. In April 2022, the agency reopened field offices to walk-in visits from the public.

The public filed fewer benefit claims with SSA during the pandemic, on average, compared to the prior 2 years, particularly for certain benefits and among certain vulnerable populations, according to GAOs analysis of SSA data. For example, compared to the 2 years before the pandemic began, average monthly claims were lower from March 2020 through December 2021 for several SSA benefits. Specifically, they were 18 percent lower for Supplemental Security Income disability benefits, 12 percent lower for Disability Insurance, and 8 percent lower for Supplemental Security Income Old-Age, though Supplemental Security Income claims rebounded in late 2021. Some types of benefits claims declined more for certain populations, such as Spanish speakers.
