Owner And Operator Of Arlington Insurance Agency Convicted By Federal Jury Of Stealing Government Benefits

BOSTON The owner and operator of an Arlington-based insurance agency has been convicted by a federal jury in Boston of fraudulently receiving disability benefits from the Department of Veterans Affairs and the Social Security Administration .

Patrick Quinn, 50, of Arlington, was convicted on Tuesday, April 12, 2022, following a six-day jury trial of two counts of theft of public funds and two counts of making false statements. U.S. District Court Judge Richard G. Stearns scheduled sentencing for Aug. 17, 2022. Quinn was arrested and charged in December 2019.

Since January 2012, Quinn stole more than $420,000 in veteran benefits and Social Security benefits by falsely telling the VA and SSA that he was unable to work due to a disability, when in reality, he owned and operated Quinn Insurance Group, Inc.

Similarly, in November 2005, Quinn applied and was approved for Disability Insurance Benefits with Social Security, this time claiming he had become unable to work due to his disabling condition in September 2004. In June 2006, Quinn applied for Childs Insurance Benefits, which are paid to the dependent of a disabled individual receiving Disability Insurance Benefits, on behalf of his minor child. Social Security beneficiaries are obligated to report if they return to work to the SSA. In May 2018, Quinn reported to the SSA that he had not worked since May 2006. The SSA continued to pay benefits to Quinn and his son based on this report.

    What Is Social Security

In 1935, President Franklin Roosevelt signed the Social Security Act. This new federal legislature started the collecting of taxes in 1937. Since then, working citizens across the United States began paying into social security in order to have a form of guaranteed income once they reached retirement age.

The Social Security Act was initially meant to be a form of basic retirement for working individuals. However, in 1939, an amendment was made to the act that allowed spouses and/or children to begin receiving social security survivor benefits if a parent or spouse was deceased and qualified for social security income.
